Can HOA in condo approve some homeowner and not approve others?!?

HOAs are pretty much all-powerful...your recourse is to move or join the HOA and change it....You could always just violate your contract and install the windows...You seem to have no regrets about violating your vows to your first husband...so why worry about it now?
