Is there any legal ground for IDR for missing HOA dues?

There is an owner in my association that has not pair their dues for almost 1 year. The HOA board has began the foreclosure process on the unit and is nearing the time when they can foreclose on the uint. The owner of the unit has filed an Internal Dispute Resolution or is it Internal Dispute Request. Is there any legal grounds for this? In my opinion this is not a dispute due to the fact that the owner simply is not paying.
