Yes they can restrict dog breeds. Sometimes certain breed such at pit-bull or weight of a dog. If they pull in the bylaws after wards and you have been a resident for a certain amount of time with your animals, you may be allowed to be grandfathered in as long as you do not bring any new pets in that doesn't meet their requirement.
