My downstairs neighbors complaints the noise excessively, and I have appear HOA hearing?

I'm working long hrs until midnight and wake up 6 o'clock on next day. Plus I have 2 dogs. Day time, they're be in the day care. When I got home the moment, she starts complaining about the noise I make. It's hardwood floor. I try to walk slowly and quietly like tip-toe walking and comfort my dogs (they're so excited to see m back home), but she still not satisfied. Even though day time, she use a broomstick to hit her ceiling when my dogs play. Now my HOA wants me to appear the hearing to decide I violate the rules or get fines. It's my place too. I have a rug not carpet due to my asthma.I need some suggestion for that.
