Colo HOA Safety requirements?

I'm looking for specific Colorado state laws about HOA safety requirements. There's an area in front of my town that they dug up sometime last year and never repaired properly. there's water cover that's lose so every time its stepped on flips up. I"ve been asking them to repair this for MONTHS w/ no effect. I have two big dogs that I'm afraid will be hurt not to mention the neighborhood kids. I'm planning on submitting a formal written complaint implying legal action if not fixed but want to be able to refer to the state laws requiring they fix the problem.
