Does the HOA have the authority to kick out a tenant for being over the pet limit?

The community I live in is a gated single family home neighborhood. The home next door to mine is in foreclosure and rented out. The family has 8 dogs, which live full time in crates in the garage. They bark often and the smell coming out of the garage is horrible. We are the second neighbor to complain and they have been sent a letter from the HOA stating there is a 2 pet limit here and you cannot breed animals here, they also breed them. They still have the dogs, can the HOA pursue them legally and kick them out?
