How do i get the neighbor's dog to stop barking?

we live in an HOA neighborhood, and in the HOA rules it only allows people to have two animals (regular animals, like dogs, cats, fish, no barn yard animals, pigs, chickens, ducks) but my neighbor who lives across the creek, have a schnauzer dog, and it is so annoying! it barks nearly non-stop all afternoon (the dog is out when i get home from school) and it is out there for a good 2-4 hours and is let back in then put back out at 5 Pm and is usually left out there until 6:30pm or 7:30 pm , and they let the thing in and then put it out inbetween 5:00-5:30 Am every morning. it would be fine if they left the stupid thing out but the dog barks constantly. its really annoying. that and the stupid geese (we live behind a VFW pond and there are a ton of geese that live back there and like to honk at 4:30 in the morning) and i can't sleep any more usually on school days i could sleep until 6:25-6:30 am. but now i am usually up at 4:30or 5:00 because of thid dog and the geese. i know i can't do anything about the geese but what can i do about the dog? no nasty answers please! thnaks
