What exactly is HOA and what exactly are you paying for and is it worth it?

basically two choices one is 5bdr In an more than descent area at an affordable price.. the other is slightly higher of course better zip code and schools the same 5bdr BUT they have an HOA fee of $134.... so is it really worth paying for it????
