Why is my HOA trying to charge us for association transfer fee and reserve capitol ?

My husband and I just closed on our home a couple of months ago. Well we got a bill in the mail from the HOA saying that we owe the transfer fee and reserve capitol fee. In the HUD-1 document, it shows clearly that it was added into the things the seller paid. I contacted the title company and they said that they are trying to double charge us, then I contacted the HOA and they said they never got a check from the title company. So, I contacted title again, and she said that the check was cashed on may 9th. Anyways.. I have been going back and forth and nothing seems to be getting done. Title finally told me that corporate is dealing with the HOA. I am frustrated because the HOA still is trying to charge us for these fees that we dont owe. I was wondering if anyone has any advice on what I should do???? Should I keep on calling them both every week, which seems to be getting me no where? I was even wondering if I could send HOA a copy of the HUD-1 report showing that those fees were included and so on so forth, but I would think the title company would be doing a little more to help out on the situation. All I know is that I am not going to pay the $783 that we apparently owe....
