HOA using money with out permission?

The HOA for my community is now voting to raise HOA fee's. But the HOA is using fees for such things as "Helping people make there house payments" by cash assistance and by forgoing their fees. Also the landscaping crew came to warn us that they were going to raise prices or have to no longer do serves to our community. It was agree to pay them more, Do the fact they do quite a nice job. 3 weeks after that the HOA President's son got a job for the vary same company. The HOA is funding 5 "Programs" that the HOA contract dos not even speak of, at all. The last vote went 49% 51% percent in favor of the current president. Yes they won fair and square. But what i am wondering is if i have any legal action. Because by living here, i am bound to pay the fees. But the fees are be used in such a way that was not stated it would be.
