How to install a bathroom fan in a condo that doesn't have one already?

we own our condo and want to install a bathroom fan in our master bathroom which currently does not have one at all. I can find a lot of information about replacing bathroom fans and only a little for actually installing a new one.. however those only explain how to install it if you live in a house and have access to the ceiling... so is this something i need to ask my HOA to do? or is there another way to do this?? And if I do need HOA to do it, should I have to pay for this or is this something that should be covered by our monthly HOA payments?... we pay almost $300 a month for HOA alone. thanks!
